Performance Monitoring, LLC is a full-service professional consulting firm specializing in MBE, WBE, DBE and SDVOB federal, state and local compliance regulations. Our clients include public agencies, leading construction companies and developers, as well as MBE, WBE, DBE and SDVOB firms.

Our Principals

The principals of Performance Monitoring, LLC, Ida I. Perich and Robert K. Foreman have over 60 years between them of public service experience with a proven record of accomplishment in developing and implementing equal opportunity, civil rights and supplier diversity programs as well as providing auditing and compliance assistance.

Ida I. Perich, President

Prior to establishing Performance Monitoring, LLC, Ms. Perich oversaw The Port Authority of NY and NJ’s Office of Business Diversity and Civil Rights, reporting directly to the agency’s Chief Diversity and Inclusion Officer.

Ms. Perich managed the Port Authority’s 2017 Disparity Study which led to the agency increasing its MWBE participation goal from 17 to 30 percent and she co-authored the corresponding Executive Guide governing the agency’s updated MWBE Program. Under Ms. Perich’s leadership, the office developed and launched innovative capacity building initiatives for MWBEs including construction management training and Mentor-Protégé Programs. Her team also implemented aggressive compliance initiatives which led to unprecedented levels of contracting opportunities for MWBEs in the Port Authority’s capital projects including in the rebuilding of the World Trade Center and redevelopment of the agency’s airports.

Ms. Perich has received numerous awards and recognition from a broad range of organizations for her strong leadership and commitment to diversity and inclusion including, DiversityPlus Magazine, Queens Courier, Professional Women in Construction, Women Builder’s Council and the Competitive Edge Conference Committee.


Robert K. Foreman, Vice President

Mr. Foreman is a subject matter expert on the development and implementation of MWDBE compliance initiatives and programs. He has consulted with the regions’ major developers and contractors, as well as small, minority and women-owned businesses on compliance and certification matters.

Prior to establishing Performance Monitoring, LLC, Mr. Foreman oversaw MWDBE compliance efforts on major capital programs at The Port Authority of NY & NJ including airport redevelopment, Superstorm Sandy Redevelopment Program and the Goethals and Bayonne Bridge Modernization.

Mr. Foreman led taskforces consisting of staff from Law, Procurement, and Engineering in the development and implementation of procedures, contract language, checklists and reporting forms in order to bring the Port Authority in compliance with federal DBE regulations. He also worked closely with the Office of Inspector General in the development of enhanced procedures and tracking forms to ensure accurate reporting of MWBE participation by prime contractors on Port Authority funded projects.
